Hawaii has no statewide alcohol server mandate. Each of the four counties sets its own rule, and in all four the obligation falls on managers or the person in active charge, not on every server. Only Honolulu also requires bartenders to hold the county liquor card.

Common questions

I am a server in Maui. Do I need a card?

No. In Maui the county requires one certificate approved by the Director for whoever is in active charge. The same is true in Hawaii County and Kauai. Honolulu is the only county that also covers bartenders.

Does my card work in another county?

Only in one direction, and only in one county: Hawaii County recognizes cards issued by the other counties. That is the only real reciprocity we found anywhere in the country.
